Taxes can be setup to apply a specific tax rate accordingly to a customers location.

When targeting a specific location, the tax rate can either be applied to a specific location, or a location zone. Taxes that are applied to a location, are then inherited by all children of that location.

Using the default setup of this cart demo as an example, any tax that was applied to the location 'United States' would by default be applied to all States within the 'United States', however, if there is a tax rate specified for that State, the States tax rate would be applied instead.
